ORGANIZATIONAL CONTEXT AND PROGRAMME RATIONALE
UNICEF is the driving force that helps build a world where the rights of every child are realized. For 60 years, UNICEF has been working on the ground in 190 countries and territories to promote children’s survival, protection and development. The world’s largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and HIV/AIDS. As a global authority UNICEF is able to influence decision makers at the global level to turn the most innovative ideas into reality for children.
In 2019, UNICEF in Belarus embarks on an ambitious journey to build up a strong and sustainable volunteering movement in Belarus to support successful delivery of activities and events. This year, there are a great number of events planned as UNICEF expands its portfolio of programmatic work and increases the number of partners. Successful delivery of all of these depends on a strong group of committed and enthusiastic volunteers across Belarus. While UNICEF has number of trusted volunteers in its ranks, we aim to scale up this initiative and engage many more young people into volunteering to increase adolescent participation and strengthen the social inclusion of particularly marginalized and vulnerable groups.
The consultant for the Volunteers Engagement will support UNICEF work including research, documentation, communication with volunteers, facilitation and other tasks related to building of volunteer movement. Specifically, the consultant will support communication with volunteers on day to day basis, coordinate volunteer engagement prior to and during events, support facilitation of training sessions for volunteers, research further opportunities and support volunteer movement development. Some tasks may be also connected to the 2nd European Games, of which UNICEF is a Social Legacy Partner.
TASKS AND RESPONSIBILITIES
DELIVERABLES
On a monthly basis, the consultant will define and agree with the supervisor key deliverables to be completed. Monthly reports with the agreed deliverables will be provided with the consultant’s invoice and approved by supervisor.
SUPERVISION, WORK RELATIONS & OVERSIGHT
The consultant will perform duties and responsibilities under the direct supervision of the International Consultant for Sports and Volunteer Engagement.
TRAVEL
This job requires frequent travel within the country. Standard UN daily subsistence allowance will be paid. Regular office arrangement on logistic issues are applicable. Consultants and individual contractors are responsible for assuming costs for any insurance for any travel.
PAYMENT CONDITIONS
The fee will be paid through the wire transfer to the consultant’s account on monthly basis after the submission of invoice and a report with main deliverables approved by supervisor. The DSA for in-country travel will be paid in accordance with UNICEF rules in addition to the consultant’s fee.
INSURANCE
UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the assignment, whether on or off UNICEF premises. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting the work.
UNSATISFACTORY PERFORMANCE
Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant.
