Position Summary
Search for Common Ground (Search) is currently seeking an experienced Chief of Party (COP) to propose for an upcoming five-year USAID-funded project looking at Deepening Linkages in Civic Participation in the Kyrgyz Republic.The position is contingent upon contract award. The project is a national multi-stakeholder program which aims to enable horizontal and vertical networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic.
The Chief of Party will be responsible for providing strategic leadership, management, and technical direction to ensure effective and timely implementation of the program. S/he will be responsible to ensure compliance to USAID and Search policies and procedures, as well as any other legal requirements. The COP will be responsible to ensure an integrated vision and synergy amongst different components and actors, to deliver the desired results.
The COP will supervise program staff and will provide professional performance management and coaching. The COP will work directly with USAID and will be a key liaison to manage partnerships and relationships with key government, civil society, private and media stakeholders and other Search country programs. S/he will ensure excellent coordination and communication with USAID and will be responsible for coordinating between consortium members and establishing links with other relevant programs and initiatives in the region.
Key Responsibilities
Leadership:
- Provide strategic and technical leadership to the program to bring innovation to rigorous program implementation through defining programme priorities, plans and long-term strategy (in close collaboration with the Asia Regional Director);
- Lead the program team and provide them with technical and strategic guidance (in the key sectors such as civic engagement, good governance, peacebuilding, and partnerships).
- Serve as the principal liaison for this project on behalf of Search for Common Ground with USAID and other donors, and supervise effective partnerships with key government officials at the national and municipal level, other implementers, private sector and civil society partners, program beneficiaries, and other stakeholders;
- Supervise, manage, and develop strategic plans for the in-country program as well as the Central Asian region.
- Represent Search publicly and support its organizational development;
Program Oversight:
- Supervise the program with the highest quality standards and well-documented results.
- Ensure the program is implemented on schedule and within budget.
- Supervise and manage project staff and work in close coordination with Search for Common Ground’s headquarter office in Washington, DC.
- Ensure monitoring and program quality mechanisms to ensure that project objectives are met.
Operational Oversight:
- Ensure quality control of the technical aspects of performance, procurement, personnel, reporting, and other management-related requirements of the cooperative agreement.
- Oversee project finances, and budget management and ensure highest compliance standards.
- Lead key recruitments and in people management.
Qualifications
You meet the following qualifications:
- Ten (10) or more years of experience with senior management for projects of a similar magnitude and complexity in developing countries, especially as a Chief of Party;
- Demonstrated experience in good governance, civil society strengthening, and gender, or another relevant field.
- Proven experience in implementing learning initiatives and gender-sensitive programs will be preferred.
- Experience working in developing countries, with a strong preference for experience in Kyrgyzstan or Central Asia.
- Bachelor’s/Master’s Degree in international relations, conflict transformation or relevant field.
- Proven success in managing multi‐million-dollar USAID-funded contract or grant and good knowledge of USAID policies and procedures.
- Proven leadership in overall project management and a strong track record of meeting targets and deadlines for a project of similar scope and size.
- Excellent written and verbal communication skills in English and Russian are required. Native Russian speakers are preferred. Knowledge of Kyrgyz is desirable.
- Good coaching and interpersonal skills.
- Excellent managerial skills, interpersonal and networking skills, as well as the ability to conduct professional working relationships.
- Dynamic leader with creative problem-solving skills and negotiation skills.
- Experience working in an INGO and having knowledge of peacebuilding concepts is desirable.
