International Expert on Dairy Product Processing Technology, Kyrgyzstan

ACDI/VOCA is seeking an International Expert on dairy product processing technology for the USAID-funded Agro Horizon project in Kyrgyzstan. The Expert will (1) provide technical assistance to at least two private sector partners to improve the quality and variety of cheeses produced and (2) develop and launch new dairy products based on buyers’ requirements thus increasing their competitiveness in current and new markets.

The USAID Agro Horizon Project promotes economic growth by increasing productivity, employment in the agricultural sector, especially for women and youth, while improving the availability of nutritious foods and increasing the market share of the targeted crops in both domestic and foreign markets. The Agro Horizon Project is a key component of USAID Kyrgyz Republic’s overall economic development program designed to accelerate diversified and equitable economic growth in Kyrgyz Republic.

This assignment will require approximately 60 level-of-effort days. This assignment will take place in the Osh and Naryn oblast of the Kyrgyz Republic between April and June 2019.

RESPONSIBILITIES

  • Before arrival, communicate with the partner SMEs to determine their needs, assess capacities, develop work plan and recommend equipment and ingredients required for further product development and trainings;
  • Visit partner SMEs and conduct more in-depth analysis of their production practices, capacities, product range, and availability and quality of raw materials
  • Conduct rapid market analysis to identify gaps and needs in target market which can be served by partner SMEs
  • Based on the above, develop a training program to address gaps in the current production processes and introduce potential new products to their markets
  • Based on analyses above, propose production of at least two cheese products that meet new buyers’ requirements
  • Carry out necessary tests/trials, develop recipes, technological instructions, specifications for raw material and cheese product, outline business processes, develop production and procurement plans and other documentation necessary for arranging bulk production of proposed products
  • Provide knowledge on international requirements regarding food safety standards, packaging, volumes for existing products and newly proposed products
  • Submit final technical report and conduct exit presentation on the assignment;

DELIVERABLES

  • An inception report comprising at least the following:
    • analysis quality and quantity of raw materials available,
    • gaps in infrastructure, equipment, production practices, and knowledge of the processors
    • planned actions to address these gaps;
    • weekly work plan for the duration of the assignment
  • A plan on production of at least two cheese products that meet buyers’ requirements;
  • Recipes, technological instructions, specifications, processes flow, procurement plan and other documentation necessary for production of proposed products
  • A report on actual production volumes, results of tests conducted by buyers or third parties (local only);
  • Presentations and other materials for training of personnel,
  • Specifications for additional equipment if needed

QUALIFICATIONS

  • At least bachelor’s degree or equivalent in dairy processing technology, food sciences or other relevant areas; good knowledge of up-to-date dairy processing technologies; familiarity with third-party food safety management systems auditing;
  • Practical experience in cheese making (particularly European cheeses), minimum 7 years of hands-on experience in dairy processing; experience in provision of technical assistance to small dairies is an asset;
  • Ability to apply sound engineering principles and provide technical leadership on specific site initiatives
  • Strong analytical & troubleshooting skills
  • Strong written & verbal communication skills
  • Willingness to travel to and within Kyrgyzstan
  • Good command of English, Russian is an asset
