Support to the development of the Country Programme Document for 2021-2025, Belarus

  • Purpose of Contract:
  • UNICEF Belarus wishes to engage an individual/organization (international consultancy) to support the Office’s development of Country Programme Document (2021-2025) through conducting Strategic Moment of Reflection (SMR), development of analytical documents (strategic inputs on CCA, strategic alignment with 2018-2021 UNICEF Strategic Plan/SDG/ and country priorities) Programme Strategy Note, new Country Programme Document (2021-2025) and following other relevant formalities.

    A brief on the current background in the country is provided in Annex I.

  • Objective of the Contract:
  • The objective of the contract is to support the UNICEF-Belarus in its preparation for development of the new Country Programme Document 2021-2025.

  • Tasks and deliverables:
  • Specific Tasks of the assignment include:

  • Provide technical leadership and document in relation to the content analysis that includes alignment with UNICEF programme (2018-2021 Strategic Plan), country context and Belarus’ SDG platform, national priorities and state programmes through:

  • Strategic oversight and summary of Office’s review of existing UNICEF researches and analytical works including MICS (December 2018– March 2019) and inputs to UNCT’s CCA, resulting in summary document to serve as strategic context brief on key child rights relevant for action in Belarus
  • Strategic Review of CO’s developed Theory of Change (TOCs) to provide background for internal & external SMR discussions
  • Facilitate and document outcomes of internal (in office and with the regional Office) and external (with national, CSO and development partners) consultations in relation to the new programme strategies subsequently feeding into Country programme Development (SMR). That will include:

  • Causality analysis
  • Bottleneck analysis
  • Programmatic adjustment, if any
  • Partnership, fundraising and advocacy strategy adjustment, if any
  • Operational and human resources adjustment if any
  • Development/ reviewing of theory of changes for the programme including analysis of risks and major assumptions.
  • In consultation with CO, draft and finalize (based on the agreed structure) the new country programme strategies and UNICEF-Belarus’ Programme Strategy Note (as per the attached Guidelines see the Annex II)
  • In consultation with CO draft and finalize the Belarus Country Programme Document (as per the attached Guidelines, see Annex III)
  • Provide relevant structural feedback, where applicable, to the CO management and team members on design of the PSN and CPD and revisions based on RO & HQ inputs
  • In consultation with CO, support CO to drafting other relevant strategic documents including UNICEF contributions to the UNDAF drafting, IRRF and CPMP matrices of the CPD, as per guidelines.

    A map of national, sub-national, development (including UN agencies) and selected CSO partners that includes prospective programmes and potential areas for strategic cooperation with UNICEF.

  • Facilitation of the one-day “problem prioritization” workshop with UNICEF staff and key informants to elaborate causality and bottleneck analysis.
  • In-depth bilateral consultations with national, sub-national and development partners to elaborate a short partnership mapping.
  • Desk review and strategic oversight of Office’s review of existing UNICEF research including MICS and UNICEF’s proposed inputs for UNCT’s CCA
  • Summary document to serve as strategic context brief on key child rights relevant for action in Belarus

    An outline of the key development challenges that predetermine inequities for children in Belarus including overview of major data gaps and other methodological limitations (maximum 2 to 4 pages that will also include a long list of equity groups for further discussion).

  • Defining with CO officers key programme result tree and overall theory of change for the new country programme.
  • Programme result tree and the overall Theory of Change for the new country programme are developed (max 3 pages).

  • Drafting other relevant strategic documents including UNICEF contributions to the UNDAF drafting and CPMP matrices of the CPD, as per guidelines
  • Draft of UNICEF’s contribution to the UNDAF and CPMP matrix of the CPD

    Based on need

    NOTE: The proposed timeline is only tentative, with some flexibility for negotiations with the consultant. The final timeframe to be discussed and finalized in consultation with the selected consultant based on the deadlines identified by the Regional Office and HQ.

    Within the development of these strategic programmatic documents, there are planned 3-4 missions to Belarus over the period of the contract. Payment for these missions will be paid outside the planned contract and will be agreed with the consultant on the timing and the mission length.

  • Performance indicators for the evaluation of the results:
  • The evaluation of results will be based on the following criteria:

  • Quality of the technical and professional work (will be measured by the quality of the products/deliverables, provided to national and sub-national partners and UNICEF.
  • Completeness of the key assignments as per the ToR;
  • Timeliness of work (timely submission of the deliverables to UNICEF);
  • In addition, such indicators as work relations, responsibility and communication will be taken into account during the evaluation of the consultant’s work.

  • Qualifications/specialized knowledge/experience required to complete the task:
  • Required institutional qualifications (organization):

  • Proven organizational experience and capacity in one (or in a combination of) the following areas: Development planning; Strategic planning; Sector analysis; UN coherence; other relevant areas linked with UNICEF programme areas (as defined by the UNICEF Strategic plan 2014-2017).
  • Familiarity with the national (Belarusian) policies relevant to the child rights agenda e.g. Healthcare, Education, Social and Child Protection, Child poverty, etc;
  • Ability to embed children’s agenda into broader social sector programming and policy-making
  • Detailed knowledge of human rights programming and in in particular rights based determinant analysis on the situation of children;
  • working experience in the Former Soviet Union an asset.
  • Required individual qualifications: Team Leader/Senior CPD expert

  • Higher education (at least Master degree,) in Social science or related field;
  • At least 15 years of relevant experience in one (or in a combination of) the following areas: Development planning; Strategic planning; Sector analysis; UN coherence; other relevant areas linked with UNICEF programme areas (as defined by the Strategic plan 2018-2021).
  • An experience in the development of Policy and programme documents (Concepts, Policy Papers, Strategies) is mandatory;
  • Managerial capacity to lead a team of international experts in the area relevant to UNECEF’s mandate;
  • Familiarity with the local context is preferred;
  • Strong analytical capacity and ability to manage coordination/convening/leveraging with government partners;
  • Detailed knowledge of human rights programming and in in particular rights based determinant analysis on the situation of children
  • Fluency in English
  • Definition of supervision arrangements:
  • The overall supervision of the consultant will be provided by the UNICEF Belarus Representative. The consultant is expected to work closely with UNICEF Deputy Representative and the Operation Manager in their respective areas, both the Deputy Representative and Operation Manager will act as a focal points for the CPD development process in relevant issues.

  • Description of official travel involved:
  • This contract will include multiple travels to Minsk and will be paid outside the planned contract.

  • Estimated cost of the contract and funding source by Grant:
  • Payment for services to be remitted upon UNICEF’s receipt and approval of detailed invoice(s).

  • UNICEF recourse in the case of unsatisfactory performance:
  • For late delivery of services or for services which do not meet UNICEF's specifications, requirements, terms of reference or statement of works and are therefore rejected by UNICEF, UNICEF shall be entitled to claim liquidated damages from the successful proposer, and deduct 0.5% of the value of the services pursuant to Institutional/Corporate Contract, per additional day of delay, up to a maximum of 10% of the value of the Institutional/ Corporate Contract. The payment or deduction of such liquidated damages shall not relieve the successful proposer from any of its other obligations or liabilities pursuant to any Institutional/Corporate Contract.

  • Support provided by UNICEF:
  • Day-to-day support for the assignment will be provided by UNICEF Deputy Representative and Operation Manager.
