The Monitoring and Evaluation Director leads technical assistance and support to the project in all aspects of strategic information, including monitoring and evaluation (M&E), information systems development and maintenance, and surveillance. S/he will provide technical assistance by designing and developing M&E systems and procedures as per the USAID guidelines including supporting the further implementation of the electronic TB surveillance system and the TB e-database. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. The Monitoring and Evaluation Director will undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions, including improvement and integration of the TB and HIV data collection systems into the national health management information system to strengthen the use of data for decision making.
The recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.
Key Responsibilities:
- Design the M&E tools and frameworks for the project including designing and piloting innovative approaches using appropriate technology, to enhance the use of data for decision making
- Prepare annual and quarterly M&E plans in consultation with the COP and technical experts of the project and aligned with donor requirements.
- Collaborate with the National program, Ministry of Health and other implementing partners to develop national and district level M&E capacity for effective TB surveillance, including electronic surveillance.
- Lead or oversee data quality audits, and data verification processes.
- Develop and implement high quality quantitative and qualitative methods, including participatory approaches, to monitor program quality for performance and results.
- Produce success stories, technical reports, or peer review publications and review surveillance, research and evaluation publications prior to release to stakeholders.
- Maintain dialogue and M&E technical exchange with field counterparts and technical staff of implementing partners.
- Collect lessons learned from programs and collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis.
The Applicant must meet or exceed the qualifications listed below:
- Master's Degree in Public Health, International Development, Statistics, or a relevant field;
- At least eight years of experience with quantitative and qualitative M&E for international
development programs; experience with impact evaluations a plus.
- 3 or more years of progressive experience in the area monitoring and evaluation of TB programs, and grants management.
- Demonstrated ability to organize and effectively communicate results and impact to a
variety of audiences.
- Experience in establishing effective partnerships within and outside the organization.
- Well-developed written and oral communication skills
