Background and justification:
UNICEF cooperates with the Government of the Republic of Belarus in the implementation of the 5th Country Programme of cooperation for 2016-2020.
The programme embraces four major components: a safe, caring and supportive environment for children; Realising the rights of children with disabilities; An enabling social environment for adolescents’ meaningful participation; Monitoring, knowledge generation and alliance building for child rights, and is implemented through the high level policy dialogues, fundraising activities, thematic projects modelling, strategic, advocacy, monitoring, communication and visibility and public mass events for different age groups.
To support its work, UNICEF in Belarus produces various documents for advocacy, accountability, awareness-raising and fundraising purposes on a regular basis. They include: human interest stories, policy briefs, programme briefs, project proposals, etc.
Compelling written materials are an integral part of UNICEF’s brand, and as such, we ensure that our publications and other documents are professionally crafted following the organization’s global communication guidelines and clearly understood, and that they resonate with their intended audience.
From time to time, UNICEF in Belarus office is in need of external support for various communication products in English, Russian or Belarusian. These often come at short notice and vary in needed effort and time. To avoid having to undertake a separate sourcing process for each individual assignment, the office wishes to assess the market, and establish a roster of a selected small pool of professional writers, who can then be drawn upon as needs arise.

Expected Deliverables
Content creation
Human interest stories on subjects relevant to UNICEF work in Belarus to be placed in local and international media, UNICEF global and local channels;
Editing
Edited programme materials, advocacy texts, documents, and other written materials and point out factual inconsistencies, inconsistencies in arguments, faulty logic, and awkward or unclear passages and re-write as necessary;
Assemble chapters/sections, adding/editing drafts to full completion including all necessary components (table of contents, foreword, preface, introduction, bibliography, tables, annexes, boxes, etc.);
Proof-reading
Proof-read final texts as laid out by designer to ensure text and associated graphics are error-free.
Supervision, Work Relations & Oversight
The consultants will report to Communication Specialist and Programme Specialists, as required.
TRAVELTravel will be required. Exact locations and the schedule of activities will be defined by UNICEF in Belarus. Travel expenses will be covered in accordance with UNICEF guidelines.
PAYMENT CONDITIONS
Remuneration amount will be based on the qualification of the consultant and will be paid monthly based on deliverables.
UNSATISFACTORY PERFORMANCE
Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant.
QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/ EXPERIENCE REQUIRED
Education
At least a Bachelor’s degree in journalism, PR, communication or a related field.
Work experience and skills
Language Proficiency
Fluency in both written and spoken Russian if services can be provided in Russian. Fluency in both written and spoken Belarusian, if services can be provided in Belarusian. Fluency in both written and spoken English and experience working and/or studying abroad is required, if services can be offered in English.
