Protection of children from violence, including sexual, is one of the key challenges for Belarus. Violence against children in different forms is widespread, with online sexual exploitation being a particularly acute challenge for Belarus given the high rate of Internet penetration and fast development of information technologies. These technical advancements by far outpace any efforts aimed at promoting the safety of children online.
The use of Internet is quite high in Belarus and official statistics demonstrate the following trends:
Between 2010 - 2016, the number of child sexual exploitation and abuse cases in Belarus increased 10 times, with a large share of these crimes being online. For example, around 80% of child pornography crimes in Belarus are online. This clearly demonstrates the negative tendency and high likelihood that child sexual exploitation and abuse could continue to increase if immediate measures are not put in place to prevent and protect children from online sexual exploitation.
The Government and NGOs are aware of the challenges and risks posed by online crime to personal and national well-being, including loss of GDP. Therefore, the Government is willing to undertake all necessary measures to tackle online crime that would have a lasting effect and contribute to the prevention of the mentioned crimes.
UNICEF aims at building awareness amongst children on the safe use of Internet and increase their engagement into development of innovative solutions to tackling online child sexual exploitation and abuse. UNICEF will support effective cooperation of the IT industry, youth, civil society and the government in addressing online threats.
The National contest on cyberviolence will not only build capacity of young people, but will also produce high-quality social and innovative solutions in the field of tackling cyberviolence against children.
We would like to bring together partners at all levels and across all sectors to join our effort, lend expertise, innovation and market reach to develop, accelerate and scale-up solutions to support young people everywhere. We invite adolescents and youth to join, so that they not only have a greater chance to succeed but can also shape their path to success. The proposed contest is one of the ways to achieve the stated objective.
Through the contest we aim to concentrate our efforts on four key strands: identifying solutions; increasing funding; collaborating with diverse partners; and fostering the participation of young people.
The target groups are teams of children aged 14-24, who wish to develop solutions in three distinct themes:
An important part of the task in this consultancy is also to ensure that the project captures good practice and produces further guidance and examples of how to ensure inclusive training methods and processes for youth focused and led Internet-related solutions.
The purpose of the consultancy is to design and conduct the National contest on cyberviolence that aims to engage young people around Belarus in the design of solutions that have the potential to scale and create significant improvements in relation to tackling online child exploitation and abuse; organize the Forum on cyberviolence against children in Brest.
Design the concept of the National contest on cyberviolence and develop it's plan;
Conduct information outreach on the contest to potential participants on their request at all regions of Belarus. Support the creation of teams and methodological guidance.
Assess the submitted applications and select at least 7 teams (from every region and city of Minsk) to join the contest
Develop and deliver thematic training classes and focused coaching sessions for each team based on their need and proposed subject for the contest
Conduct ongoing mentorship and incubation programmes for participating teams
Organize and conduct final bootcamp in Brest to select the best project.

The consultant will be under direct supervision and reporting of UNICEF Child Protection Specialist and in consultation with UNICEF Deputy Representative.
UNICEF CO will provide all necessary background information, facilitate cooperation between the consultant and national stakeholders, and manage the overall coordination of the planning process as well as the final evaluation of the expert’s outputs.
If UNICEF determines that the Contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract: In cases where travel costs have not been set out in the individual contract, the consultant and individual contractors are expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the Operations section. Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting section, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
Payments will be carried out in US Dollars through a bank transfer to the contractor account upon provision of invoices and based on satisfactory and timely completion of the deliverables.
Payments to the Contractor under this contract, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant.
5 years of professional work experience in a relevant field.
Experience in working on social innovation and entrepreneurship projects/programmes, including the design of bootcamps, incubation and mentoring processes, including communication, multi-stakeholder engagement including private sector, and managing relations with those stakeholders who support; ecosystem engagement.
Experience in working with organizations focused on engaging and empowering adolescents and youth, especially the most marginalized.
Experience in working with multiple stakeholders.
Experience in human centered design will be an advantage.
